be scoured with与be scoured by有什么区别

The sea-bed was scoured with powerful nets and there was tremendous excitement on board when a chest was raised from the bottom.

有人讲解说with by不同,前者表示用……做某事,后者表示由……做某事，这个讲解不是非常具体呀，能否举例详细说明下。

with 表示用的材料；by 引出动作的施事者。比如：

The house was decorated with beautiful pictures.

The house was decorated by my brother.

【注意】有些句子，可能用with 和by 都可以。但仍然合适上述讲解，这个时候，用with 强调用的材料，用by 强调动作的发出者。
